Lieutenant Michael Lovely

Lieutenant Mike Lovely has been a member of the Norfolk Police Department for 23 years and is the founder of ICS Training.  He is currently assigned to the Anti-Crime Division and serves as the Officer-in-Charge of the Special Operations Team and Bomb Squad. He began his career in Hostage Crisis Negotiations in 2002 after becoming an FBI trained hostage negotiator.  Lieutenant Lovely is certified as a Critical Incident Stress Management Team member (CISM) and as a Crisis Intervention Team member (CIT).  He is a Virginia Department of Criminal Justice Services Gang Specialist and General Instructor. He has been court certified as a gang expert and as an expert in suspect identification. Lieutenant is a licensed polygraph examiner and is an appointed board member on the Commonwealth of Virginia’s Polygraph Advisory Board currently serving as the board chairman.

During his career with the Norfolk Police Department, Lieutenant Lovely has received the Distinguished Service Medal and his department’s highest award, the Medal of Honor. Lieutenant Lovely has also received the Commonwealth of Virginia Medal of Valor, Regional Law Enforcement Golden Gavel Award, Crime Line Award, and letters of commendation from the Department of Justice. 

Lieutenant Lovely is a native of Norfolk, Virginia and holds a bachelor’s degree in Criminal Justice and a master’s degree in Public Administration from Old Dominion University.  He also earned a Graduate Certificate in Criminal Justice Education from the University of Virginia and is a graduate of the FBI National Academy session 281.

Allen “Boe” Bostjancic

Allen “Boe” Bostjancic

Alan "Boe" Bostjancic served in the Norfolk Police Department for 30 years as a police sergeant, working in various divisions, including Vice and Narcotics, Detective, and the Hostage Crisis Negotiation Team. As the Executive Officer of the team, he trained multiple local, state, and federal agencies such as the CIA and NCIS. Boe is also the former Virginia Director of the International Association of Hostage Negotiators and received numerous awards and letters of commendation during his tenure with the Norfolk Police Department. Prior to his service in the department, he served in the United States Marine Corps for eight years.

Timothy Doyle

Timothy Doyle

Timothy Doyle joined Norfolk Fire Rescue in 2005, where he served as a Firefighter/Enhanced and later transitioned into the Fire Marshalls office. He is a certified Hazardous Device Technician, Tactical Bomb Technician, Hazardous Materials Specialist, Technical Rescue Technician, Emergency Medical Technician, and Public Safety Diver. Tim led the development of the Unmanned Aircraft Systems Unit for Norfolk Police and Fire and is currently the sUAS program coordinator for Norfolk Fire and Police UAS Program. He holds a Bachelor of Science in Biology and serves on the board of advisors for the Public Safety Innovation Center with VIPC.

Geoff Phillips

Geoff Phillips

Geoff began his aquatic career as a lifeguard at a local YMCA. He got hooked on scuba through his uncle who was a Police Diver and was certified during college. Fast forward over ten years and he has the honor of being the lead trainer for an amazing team of Public Safety Divers. Safety has been a major focus from lifeguarding now to Public Safety Diving. His joy comes from seeing new divers experience the beauty of the underwater world in a safe and personal way.

Tony Barrera

Tony Barrera

Tony began his love for the water serving in the United States Navy. Tony’s passion for service continued through multiple positions in a local Police Department. Coming back to the water he has continued to gain specialties for on the dive team. He is very technically savvy and is eager to assist as you learn to dive. Tony’s expertise is in training new divers on underwater sonar technology and new 107 pilots in SUAS tactics for Public Safety operations.
