Lieutenant Wayne F. Handley is an active member of the law enforcement community. He has worked in field operations and has supervised his department’s Strategic Management Division; however, he has had the most departmental impact while in the Investigative Services Bureau for 8 years. During most of his tenure in the Bureau, Lieutenant Handley investigated violent crimes, spending 5 years with the Homicide Squad. He has been a primary or lead investigator on over 50 homicides, and after being promoted to the rank of sergeant supervised the homicide unit. As a supervisor, Lieutenant Handley has provided investigatory and supervisory oversight regarding over 200 non-homicide related deaths. In addition, he is a certified gang specialist through the Virginia Gang Investigators’ Association. He has earned a 2005 Top Cop Award, and a 2005 Regional Top Cop Award for his gang-related homicide casework.
Lieutenant Handley actively serves as a polygraph examiner and supervisor, and he is a member of the American Polygraph Association. Lieutenant Handley is currently the Executive Officer of the Training Division where created and implemented his departments Crisis Intervention Team training program.
Lieutenant Handley received his bachelor’s degree from Old Dominion University with majors in Political Science and Economics. Prior to coming onto the police department, he was Director of Corporate Training for a large private sector company.
